Kernel crash via repeated RoCE suspend callback

NULL pointer dereference in the bnxt_en driver in Linux 6.10 allows local users to crash the kernel during RoCE device suspension. The bnxt_ulp_restart path can call bnxt_ulp_stop after the stop flag is already set, causing a second bnxt_re_suspend callback to dereference a NULL ib_device. Reachability requires the bnxt_en and bnxt_re drivers with a supported RoCE adapter, and the bounded consequence is a kernel crash.
