Guest encryption failure via misordered DMA address assembly

DMA address corruption in the Linux hisi_acc_vfio_pci driver allows local users to interrupt guest kernel-mode encryption services after migration. Restore-state code combines EQE and AEQE register fragments in the wrong order and fails to translate legacy migration data, producing invalid queue DMA addresses. Reachability requires a Hisilicon accelerator assigned through VFIO and device migration; the resulting impact is failure of guest kernel-mode encryption services.
