Kernel crash via zero PTP clock rate

Divide by zero in the stmmac PTP timestamping path of affected Linux kernel releases allows local users to crash the kernel. stmmac_init_tstamp_counter divides by clk_ptp_rate after some platform drivers retain a zero rate returned by clk_get_rate from device-tree clock data. Reachability requires a stmmac device whose driver does not override that zero rate and local ability to bring the interface up; the demonstrated consequence is an availability-only kernel exception.
