System hang via UFS runtime-resume deadlock

Denial of service in the Linux kernel UFS driver allows local users to hang the system during error-handler runtime resume. ufshcd_err_handling_prepare() sets UFSHCD_EH_IN_PROGRESS before ufshcd_rpm_get_sync(), causing the resume command to be rejected as host-busy while the handler waits for its completion. The condition requires a UFS error-handler path and runtime resume; the documented consequence is a hang, not data disclosure or modification.
