Networking hang via e1000 reset-work deadlock

Deadlock in the Linux e1000 driver 6.13 through 6.15.2 and 6.16-rc1 allows local users to hang networking during device shutdown. The e1000_down path calls cancel_work_sync while holding RTNL, as concurrent e1000_reset_task work waits to acquire the same lock. Triggering requires low-privileged local access and concurrent adapter closure and reset work; the resulting RTNL cycle blocks progress and affects availability only.
