Service interruption via uninitialized CH9200 buffer read

Use of uninitialized memory in the Linux CH9200 USB network driver allows local users to interrupt service through an MII restart. The ch9200_mdio_read() function ignores a failed control_read() result and returns bytes from its uninitialized local buff buffer. Reachability requires local low-privileged access and a CH9200 interface that reaches the failed control-read path; no confidentiality or integrity impact is reported.
