Kernel crash via resctrl CLOSID allocation

NULL pointer dereference in Linux x86 resctrl allows local users to crash the kernel by creating a resource control group. The CLOSID selection path reads closid_num_dirty_rmid even when dom_data_init has not allocated that array on systems without LLC occupancy counters. Reachability requires an x86 platform without cache-occupancy monitors and permission to create a resctrl control group.
