Local service interruption via MPEG registration failure

An MPEG registration flaw in the Linux kernel allows local users to interrupt cx231xx video-device service during hardware setup. The 417 encoder setup in drivers/media/usb/cx231xx/cx231xx-417.c leaves video_device.device_caps unset, so registration triggers WARN_ON and fails. Reachability requires low-privileged local access, experimental activation of currently disabled 417 support, and compatible cx231xx capture hardware; the reported consequence is limited to loss of the encoder device.
