Kernel call-trace emission via conflicting qdiscs

Denial of service in the Linux kernel allows local users to emit a kernel call trace by configuring MQPRIO while HTB offload is active. In mlx5e_setup_tc_mqprio, the conflicting-qdisc check invokes WARN_ON on user-controlled traffic-control state instead of returning an unsupported-operation error. Reachability requires local privileges to configure traffic control on an mlx5e interface with HTB hardware offload already enabled; the documented consequence is an unnecessary call trace, not a crash or reboot.
