Local system crash via incomplete qdisc trimming

NULL pointer dereference in Linux kernel net_sched qdisc handlers allows local users to crash the system by reducing a queue limit. When a qdisc limit shrinks, the change handlers trim only the main skb queue while packets remain on gso_skb, so a limit-versus-qlen check permits a NULL dequeue. A low-privileged local user must be able to change a codel, fq, fq_codel, fq_pie, hhf, or pie qdisc; successful triggering interrupts the host.
