Kernel memory leak via untracked timed-out GPU jobs

Memory leak in the V3D DRM scheduler in Linux allows local users to consume kernel memory through timed-out GPU jobs. The timedout_job() path removes a CL or CSD job from the pending list, then rearms its timer without restoring the job when GPU progress causes a reset to be skipped. A local user able to submit long-running V3D GPU work can repeatedly retain completed job allocations, degrading service availability as kernel memory remains allocated.
