Local kernel crash via unstopped PHY state machine

Denial of service in Linux kernel PHY power management allows local users to crash systems during suspend and resume cycles. mdio_bus_phy_suspend() skips phy_stop_machine() when phylink leaves phydev->adjust_link NULL, so resume encounters a running PHY state machine in PHY_NOLINK. Exploitation requires local access and a phylink-controlled PHY using MDIO-bus-managed power operations; the bounded impact is a kernel crash.
