System hang via Xe userptr lock inversion

Improper locking in the Linux kernel's Xe userptr path allows local users to hang the system during concurrent page migration. migrate_pages_batch() holds folio locks while entering the notifier, as the Xe path holds the notifier lock and waits for the same folios. Exploitation requires low-privileged local access, Xe userptr mappings, and precise migration timing; the resulting lock cycle prevents forward progress.
