Local service hang via power-management lock recursion

Improper locking in the IVPU accelerator driver allows local users to hang management services through MS IOCTLs. During a failed runtime suspend, ivpu_ms_cleanup() attempts to acquire file_priv->ms_lock while the calling IOCTL already holds that lock. Exploitation requires local access to an IVPU management-service IOCTL and the failed suspend path; the resulting deadlock interrupts the service.
