System hang via nested PCI hotplug deadlock

Improper locking in pciehp in the Linux kernel allows local users to hang the system via nested PCIe hot-removal. In pciehp_core.c, a parent holds pci_lock_rescan_remove while waiting for a child to unbind, and the child attempts to acquire the same lock to remove its children. The path requires hot-removal of a nested PCIe port; removal of multiple Thunderbolt devices during system sleep makes the race more frequent, and the result is a kernel deadlock and system hang.
