Local console input injection via unchecked ioctl

Improper privilege enforcement in Linux kernel 6.12.14 through 6.12.25 and 6.13.3 through 6.14 allows local users to inject console input. In drivers/tty/vt/selection.c, tioclinux() omits the CAP_SYS_ADMIN check for TIOCL_SELMOUSEREPORT when hidden mouse-button bits are zero, placing crafted X11 mouse reports in the terminal input stream. Access requires an unprivileged process on the same controlling virtual console; applications such as bash can misinterpret two attacker-controlled report bytes as keyboard input.
