Local system crash via unregistered devlink region

NULL pointer dereference in affected Linux kernel versions allows local users to crash systems by unbinding the mv88e6xxx driver. devlink_region_destroy() receives a NULL global-region pointer after setup conditionally skips registering STU or PVT regions. The path affects systems using mv88e6xxx chips without the corresponding STU or PVT capability and requires local access to unbind the driver.
