Subscriber-level IP allowlisting via unchecked AJAX nonce

Missing authorization in Login Lockdown & Protection 2.11 and earlier allows remote authenticated users to add arbitrary IPs to its allowlist. The ajax_run_tool AJAX handler omits a capability check and returns a nonce that generates a global unlock key for allowlist changes. Subscriber-level access is sufficient, but the path is reachable only on a new installation before an administrator first visits the plugin page.
