Local process crash via empty CTC tensors

Denial of service in PyTorch 2.6.0 allows local users to crash a calling process by passing empty CUDA tensors to ctc_loss. The native CUDA CTC-loss template processes an empty log_probs tensor without first rejecting it, producing a floating-point exception and core dump. A local caller must execute the API with crafted tensors, and the CVE remains disputed despite the upstream fix.
