Cross-project configuration tampering via unsafe file precedence

Broken access control in Rapid7 AppSpider Pro before 7.5.021 allows local users to alter other users' or projects' settings. The configuration loader accepts standard-user custom files in insufficiently protected directories and applies them alphabetically, allowing earlier files to override original settings. A low-privileged local account is required; the documented effect is unauthorized configuration modification, not code execution or service interruption.
