Improper access control in TOTOLINK A3700R 9.1.2u.5822_B20200513 allows remote attackers to alter L2TP server settings. The cstecgi.cgi setL2tpServerCfg handler applies configuration changes without enforcing authorization on the requesting party. Network access to the management endpoint is sufficient; exploitation changes router configuration without reported data disclosure or service interruption.
