Improper access control in TOTOLINK A3700R 9.1.2u.5822_B20200513 allows remote attackers to modify URL-filter rules. The setUrlFilterRules dispatcher in /cgi-bin/cstecgi.cgi accepts a crafted POST request and applies configuration changes without verifying authorization. Network reachability to the router management interface is sufficient; the documented impact is limited to URL-filter configuration integrity.
