Unauthenticated QoS changes via unchecked management request

Improper access control in TOTOLINK A3700R 9.1.2u.5822_B20200513 allows remote attackers to alter QoS settings without authentication. The web handler accepts a crafted HTTP POST whose topicurl value selects setSmartQosCfg, then applies the QoS configuration without checking a management session. Network access to the management interface is sufficient, and the demonstrated consequence is limited to unauthorized QoS configuration changes.
