Unauthorized course-section deletion via unchecked AJAX action

Incorrect authorization in Moodle LMS allows remote authenticated users to delete course sections they lack permission to modify. The AJAX section-delete action fails to honor course_can_delete_section(), which determines whether the course format permits removal. A logged-in user who can reach the action can alter course structure beyond the permissions assigned to that account.
