User login denial via unchecked MFA revocation

IDOR in Moodle LMS allows remote authenticated users to revoke another user's email MFA factor and disclose that user's name. The email-factor revoke/cancel action accepts a user-controlled account reference without checking that it belongs to the requester. MFA must be enabled, and email must be the victim's only available second factor for the action to block login; disclosed data is limited to the victim's name.
