Unauthorized AMQ Streams actions via unauthenticated defaults

Insecure defaults in affected IBM Fusion products allow remote attackers to perform unauthorized AMQ Streams actions without authentication. The default AMQ Streams configuration exposes a listener without client authentication and accepts client requests before identity verification. Affected releases are Fusion 2.2.0 through 2.10.1, Fusion HCI 2.2.0 through 2.10.0, and Fusion HCI for watsonx 2.8.2 through 2.10.0; network reachability is required.
