Unauthenticated service interruption via untimed HTTP reads

Denial of service in the REST API and Console in IBM MQ 9.1, 9.2, 9.3, and 9.4 allows remote attackers to interrupt service. The bundled WebSphere Liberty profile fails to enforce a timeout on each read operation, so incomplete HTTP requests retain connections and exhaust server capacity. No authentication or user interaction is required; repeated network connections can prevent legitimate use of the REST API and Console.
