Unauthenticated block modification via unprotected administrative routes

Access bypass in Drupal Panels before 4.9.0 allows remote attackers to view and modify blocks through sensitive administrative routes. The module fails to enforce adequate access checks on administrative wizard routes used to manage blocks within page variants. Exploitation requires knowing both the variant machine name and underlying page name; only simple blocks can be added or edited, while complex blocks fail for missing permissions.
