Script execution via unescaped multiselect section labels

Cross-site scripting in MediaWiki before 1.39.12, 1.42.6, or 1.43.1 allows attackers to execute script through sectioned form labels. HTMLMultiSelectField::formatOptions passed localized section labels to Html::rawElement without applying escapeLabel, causing the labels to be interpreted as markup. Exploitation requires a multiselect configured with sections and attacker-controlled internationalized label content; resulting script executes in the browser that renders the form.
