Root command execution via unsanitized transmit_file arguments

Command injection in onsemi Quantenna Wi-Fi chipset SDK 8.0.0.28 and earlier allows attackers to execute commands as root. The transmit_file script expands both arguments unquoted into a tftp command without sanitization, enabling shell command substitution. Remote unauthenticated exploitation requires an implementer to leave the qcsapi RPC service enabled; local access can reach the script directly.
