Guest addition via incorrect team invite permission check

Incorrect authorization in Mattermost allows remote authenticated users to add guest users to teams through the single-user team API. The endpoint checks permission to invite non-guest users instead of guest-invite permission before adding the supplied user to a team. An account allowed to invite ordinary members but denied guest invitations can cross the intended role boundary in 9.11.0 through 9.11.11, 10.4.0 through 10.4.4, 10.5.0 through 10.5.2, and 10.6.0 through 10.6.1.
