Process crash via empty MIC-E comment assertion

Reachable assertion in Dire Wolf 1.8.1 and earlier allows remote attackers to crash the process with a crafted AX.25 MIC-E frame. The aprs_mic_e() decoder copies the MIC-E comment, then asserts that its C-string length is nonzero; an embedded null produces an empty string and aborts execution. Any unauthenticated APRS frame reaching a component that invokes decode_aprs can stop the entire Dire Wolf process, interrupting packet-radio service.
