Unauthenticated file disclosure via encryption oracle

Insufficient data-authenticity verification in eGovFrame Common Components 4.3.1 and earlier allows remote attackers to read stored files. The unauthenticated Web Editor upload handlers encrypt attacker-chosen filenames and MIME types, and file-serving endpoints later decrypt and trust those ciphertexts as authorization-bearing values. An exposed upload endpoint lets attackers mint tokens tied to an empty or known session identifier and replay them to retrieve otherwise restricted files.
