Persistent file hosting via unauthenticated image upload

Unrestricted file upload in eGovFrame Common Components 4.3.1 and earlier allows remote attackers to persist arbitrary content. The unauthenticated insertImage.do and insertImageCk.do controllers pass multipart content to uploadFilesExt, which checks only the filename extension before saving attacker-controlled bytes. No account is required; retrieved uploads can remain under the application's origin, and versions before 4.1.2 also return an attacker-selected MIME type.
