Persistent denial of service via unchecked upload timestamp

Improper input validation in OpenPLC Runtime 3.0 allows remote authenticated users to prevent restart via a malformed program upload. The /upload-program-action handler accepts epoch_time without integer or range validation and stores the value in the programs database, permitting corrupt entries. A valid low-privilege session and successful upload are required; the corrupted database can keep the runtime from starting after its next restart.
