Path traversal in IBM Tivoli Monitoring 6.3.0.7 through 6.3.0.7 Service Pack 21 allows remote attackers to read and alter files. The KT1 agent APIs accept crafted URL paths containing ../ sequences and pass them to local file read, overwrite, or append operations without confining access to the intended directory. No authentication is required; exposure exists when an Agent is not configured for TLS-only communication, and accessible files are bounded by the Agent process's filesystem permissions.
