Path traversal in IBM Tivoli Monitoring 6.3.0.7 through 6.3.0.7 Service Pack 21 allows remote attackers to read arbitrary files. The KT1 component accepts crafted URL paths containing dot-dot sequences and resolves them outside the intended directory for local-file reads. Unauthenticated network access to a non-TLS Agent API is required; TLS-only Agent communication prevents exposure, and no file modification is attributed to this CVE.
