Local code execution via unsafe target resolution

Untrusted functionality inclusion in NVIDIA NeMo Framework before 2.5.1 allows local users to execute code through a crafted model target. The _is_target_allowed function trusted allowed string prefixes without resolving the referenced object, so nested module paths could reach functions such as os.system. A local low-privilege attacker must persuade a user to load a crafted model configuration; execution runs with that user's privileges.
