Unauthenticated stored XSS via 404-log referrer rendering

Stored XSS in Xagio SEO 7.1.0.16 and earlier allows remote attackers to run scripts through a crafted HTTP Referer header. The 404 logger stores the HTTP Referer value without adequate sanitization, and the redirects interface inserts it into page output without escaping. A request must be recorded by the 404 log and the stored entry must be rendered; the script then runs in the viewing user's browser context.
