Cross-account playlist creation via unchecked channel ownership

Improper ownership management in Framasoft PeerTube before 7.1.1 allows remote authenticated users to add playlists to another user's channel. The createVideoPlaylist function assigns the requester as owner, then binds the playlist to a supplied videoChannelId without verifying channel ownership. Any existing user can cause a playlist they control to appear in another user's channel, but the channel owner cannot manage it.
