Service slowdown via skipped overlapping range merges

Resource consumption in GNOME libsoup before 3.6.6 allows remote attackers to increase server memory use via repeated HTTP byte ranges. soup_message_headers_get_ranges_internal removes a merged range without decrementing its loop index, so every second overlapping entry is skipped and retained in a large array. Any unauthenticated client that can reach a SoupServer-based application can slow that service, but Red Hat reports no full service interruption.
