Authenticated app disruption via unchecked enable endpoints

Improper access control in Dify before 0.6.12 allows remote authenticated users to enable or disable applications through console APIs. The site-enable and api-enable handlers accept state-changing requests from normal workspace users without enforcing the administrator role reflected in the UI. Normal workspace membership and console API access are sufficient to take an application's web or API interface offline.
