Cleartext packet exposure via missing endpoint identity

Race condition in Cilium allows remote attackers to expose packets from terminating endpoints as cleartext in WireGuard-enabled clusters. The to-netdev WireGuard hook looks up the source IP in ipcache after endpoint teardown, obtains WORLD_ID, and skips tunnel redirection instead of using the identity stored in the packet mark. Reachability requires WireGuard transparent encryption and a packet racing with endpoint teardown; the resulting inter-node packet can leave its source node unencrypted.
