Malicious artifact publication via validation-copy race

TOCTOU in conda-forge-webservices before 2025.4.10 allows remote authenticated users to publish malicious build artifacts. The OutputsCopyHandler validates an artifact hash, then separately copies the mutable cf-staging object without binding the copy to the validated bytes. Exploitation requires the cf-staging token, a legitimate build event, and a successful overwrite during the validation-to-copy window.
