Agent impersonation via image-baked SSH host keys

Host key reuse in Jenkins SSH Agent Docker Image 6.11.1 and earlier allows man-in-the-middle attackers to impersonate build agents. Debian image builds generate and retain SSH host keys in the image layers, causing containers created from the same image version to present identical keys. Exploitation requires control of the network path between the Jenkins controller and agent, enabling an attacker-controlled endpoint to be accepted as the agent.
