Forwarding restriction bypass via ignored directive

Expected behavior violation in OpenSSH before 10.0 allows local users to retain prohibited X11 or agent forwarding. In session.c, session_auth_agent_req and session_setup_x11fwd checked their feature-specific settings but ignored the global DisableForwarding flag. Exploitation requires an established SSH session and a configuration relying on DisableForwarding; successful use bypasses the administrator's forwarding restriction, while both forwarding features are off by default.
