Protected file reversion via conflated cascading permissions

Permission preservation flaw in Wikimedia Foundation MediaWiki before 1.42.6 and 1.43.1 allows remote authenticated users to revert protected files. PermissionManager and RestrictionStore fail to distinguish cascading protection of file content from protection of file-description pages, causing the file-revert path to apply the wrong restriction. Exploitation requires a low-privileged account and cascade-protected file content, and the consequence is limited to bypassing the intended file-reversion restriction.
