Authenticated file replacement via underauthorized reverts

Permission bypass in Wikimedia Foundation MediaWiki before 1.39.12, 1.42.6, and 1.43.1 allows remote authenticated users to replace files. RevertAction.php and ApiFileRevert.php checked only upload permission when reverting, attributing the newest revision to the reverter without enforcing reupload restrictions. An account with upload and reupload-own rights can revert another user's file and then upload a replacement despite lacking reupload permission.
