Dashboard permission bypass via faulty API evaluation

Incorrect authorization in Grafana 11.6.0 and 11.6.1 allows remote authenticated users to access restricted dashboards and folders. The /apis/dashboard.grafana.app/* permission evaluation fails to enforce dashboard- and folder-specific access rules across its v0alpha1, v1alpha1, and v2alpha1 APIs. Viewer access permits reading resources within the same organization, while Editor access also permits creating, changing, or deleting them; anonymous access is affected when assigned either role.
