Secret disclosure via unrestricted non-flake evaluation

Eval injection in NixOS Hydra before 8d750265135b7e203520036a742afdf301b4013f allows remote authenticated users to read hydra-user secrets. The hydra-eval-jobset script launched nix-eval-jobs for non-flake inputs without setting restrict-eval, allowing evaluator reads under the Hydra service account. Exploitation requires a low-privileged user to supply an untrusted non-flake jobset and another user's evaluation action; signing keys remain isolated under other accounts.
